Because that was what happened last term. So only the Ravenclaw chasers & Gryffindor keepers can answer the question...

The first three quaffles of this match were not directed at a specific team and Ravenclaw was awarded 30 points. Atleast one of questions should have been assigned only to the Gryffindor Chasers and Ravenclaw Keepers. Ravenclaw shouldn't have earned points for it.
Also on the question Ginny Weasley question the Ravenclaw chaser answered when only their keepers were supposed to respond. That should have been a Gryffindor score because the Ravenclaw chaser can't block the quaffle. That is the whole point in having keepers and the rules clearly state that not every question is not for all chasers but goes in turn and at the point it is the one team's chasers against the opposing teams keepers.

The Chasers and the Keeper are basically the most vital players. They are the ones who need to be the most active. To start off, a Quaffle Question will be represented to the Chasers and the Keeper. The first three quaffles, if they had nothing directed to them, fine, it's my fault. But, if there was no team listed, does it not make simple sense to answer it anyway? I mean, come on.
