Oh wait, you're talking about most number of detentions, not most people in a detention   Eight lol. Four 2nd years sliding down the moving staircases (puff, 2x gryff, ravenclaw), being chased by the puff prefect, and colliding with three innocent bystander slytherins at the bottom of the stairs because the 2nd years hadn't factored in the part about stopping
