And I completely agree. Obviously the situation was bad enough for the Czech government to change the laws. For many people in these institutions their lives are bad enough already without these humiliating caged beds.

it bothers her bc Jo is an influential person in today's society and bc she is well known people listen when she talks!! i'm pretty sure that everything written about those institutions in Eastern Europe are not entirely accurate, so the lawmaker may have a point.
however, i'm even more sure that JKR pointed out a rather horrifyingly true state of how that country/s treat their disadvantaged. the truth hurts. maybe instead of lashing out at what was said 4 years ago this lawmaker better implement some laws to make the lives of those in institutions much better eh? do something positive on this instead of dwelling on the negatives.

The law came into affect last year, so it's relevant now - yes she made the comments in 2004 but that doesn't mean they're not about what's going on at the moment.
