The Ministry of Magic strictly regulates the practice of Apparition to ensure the safety of all witches and wizards, as well as to maintain order in the magical community. The following laws and regulations govern the use, testing, and renewal of Apparition licences.
Apparition Licence Requirement
Any witch or wizard who wishes to Apparate legally within the United Kingdom must obtain an official Apparition Licence issued by a Ministry of Magic.
Individuals must be at least 17 years of age to apply for an Apparition Licence.
Apparating without a valid licence is a violation of Ministry law. Offenders may face fines, licence suspension, or, in serious cases, imprisonment.
Apparition Course Completion
All first-time candidates residing in Great Britain and Ireland must complete the Apparition course offerred by the Ministry of Magic. This course must be completed in Level Six of the Ministry or at a Ministry-approved institution (e.g., Hogwarts School of Witchcraft and Wizardry).
The course covers the theory and practice of Apparition, including the principles of Destination, Determination, and Deliberation and how to prevent splinching.
Upon completion of the course, candidates may register for the Apparition examination.
Apparition Testing
The Apparition examination consists of two parts:
Written Exam: Evaluates the applicant's knowledge of Apparition laws, safety protocols, and theoretical principles.
Practical Exam: Tests the applicant's ability to Apparate accurately and without causing harm, particularly ensuring the avoidance of splinching.
A passing score on both the written and practical exams is required to obtain an Apparition Licence.
First-time candidates are allowed three attempts to pass the exam. If all three attempts result in failure, the candidate must retake the Apparition course before reapplying for testing.
Apparition Licence Renewal
An Apparition Licence is valid for 10 years from the date of issue. Licence holders are responsible for renewing their licence before expiration.
To renew an Apparition Licence, the licence holder must:
Complete a renewal application with the Department of Magical Transportation.
Undergo re-examination to ensure they still possess the necessary skills to Apparate safely and in accordance with Ministry standards.
If a licence holder fails their re-examination, they will be required to retake the Apparition course prior to renewing their licence.
If a licence holder has not Apparated for an extended period, they may be required to retake portions of the Apparition course prior to renewing their licence.
Legal Restrictions on Apparition
The Apparition Licence allows the holder to Apparate in designated areas within England, Ireland, Scotland, and Wales, in accordance with local magical travel laws.
Apparition is not permitted in certain designated no-Apparition zones, including Ministry of Magic departments, Azkaban, Hogwarts School of Witchcraft and Wizardry, and Unplottable areas.
Unauthorised international Apparition is strictly prohibited. International Apparition requires prior approval from the International Magical Office of Law.
Repeated offences or dangerous Apparition that results in harm to others may lead to the permanent revocation of Apparition privileges.
Reporting Apparition Accidents
Any Apparition-related accidents, including splinching or injuries, must be reported immediately to the Ministry of Magic's Accidental Magic Reversal Squad.
Failure to report an Apparition accident may result in legal action or fines.
Special Considerations
Underage Apparition, even if successful, is strictly forbidden and punishable under wizarding law. Those who are underage may Apparate only by means of Side-Along Apparition. An exception is made for those while participating in a supervised Apparition course.
Ministry personnel may be granted special Apparition permissions based on the nature of their work.

When can I test for an Apparition licence?
Any witch or wizard currently attending Hogwarts that has completed the Apparition course and is 17 before/on the fourth Saturday in April may test during the term. Testing will take place in the Hogwarts Great Hall.
Any witch or wizard currently attending Hogwarts that has completed the Apparition course but is not 17 by the fourth Saturday in April will need to wait to test after the term concludes. Testing will take place at the Ministry.
Any other witch or wizard that has completed the Apparition course and is 17 or older may test at any time. Testing will take place at the Ministry.
Wait for an owl from an employee of the Apparition Test Centre. The letter provided will inform you of important details pertaining to your Apparition examination appointment.
Arrive at least 15 minutes to the testing location prior to your scheduled appointment time. Bring your appointment letter and wand for identification purposes.
After being admitted, take the Apparition written exam. The written exam will contain a series of true/false, multiple-choice, short answer, and essay questions.

Following a short wait time after completing the written exam, the results of the written exam will be shared. If you did not pass, you will be asked to schedule an appointment to retest. If you passed, you will continue with the practical exam.
After passing the written exam, take the Apparition practical exam. Complete all of the tasks the Apparition examiner asks of you. Note that splinching, regardless of how mild or severe, at any point during the practical exam results in an automatic fail.
Upon completion of the exam, the results of the practical exam will be shared. If you did not pass, you will be asked to schedule an appointment to retest. If you passed, you will be issued an Apparition licence.
