Katniss Everdeen was sixteen years old when her twelve year old sister Prim was reaped as the female tribute for District 12, in the 74th Annual Hunger Games. When Katniss volounteers, she and male tribute Peeta Mellark are whisked away with twenty two tributes from the other eleven Districts, to the Capitol, where the elite of Panem live and rule. After that small amount of time, they are whisked off to the arena, where there only rule is to fight to the death.
Imagine the book beginning the exact same- Prim being reaped, Katniss and Peeta being tributes, all the same tributes and Careers (Rue, Clove, Cato etc) with one major difference- magic.
Every citizen of Panem is a witch or wizard, and your only weapon in the Games is your wand. Poorer Districts would never have been taught to use their wands, but the Careers would have been taught carefully from childhood.
How would this change affect the Games- and it's outcome?

Katniss Everdeen is the lowest of the low as the hierarchy of Panem citizenship tends to go. After facing the minimal education (none of which included training in magic), she became the provider for her family, and began to hunt illegally with her friend Gale Hawthorne.
When she was sixteen, and her sister Prim was twelve; Prim was reaped as the District 12 female tribute. So Katniss volounteered, and along with male tribute Peeta Mellark, was sent to the Capitol for a brief training session.
It was her first time holding a wand- 12"inches, yew (ironically, the wood of the Hanging Tree) with phoenix heartstring- and of course, her first time actually using one. She had a natural knack for it, probably from her precision with bows and arrows.
She was anxious to get bows and arrows at the Cornucopia, though, for fear of her wand failing.

Marvel is a very brutal and powerful wizard and can isn't afraid to cause deaths. He is also quite arrogant as in he wouldn't share food with others or anything with others. He is very full of himself and likes to call himself Marvelous. He is also quite loud and a likeable character, though to only some.

Rue Redwood received her wand only this year, and knows little more than agricultural spells. Those are the only types of spells the schools teach in District 11.
Rue learned very fast though that those types of spells wouldn't be very much use to her in the arena. She picked up a lot of offensive magic during her short training period.
She doesn't really like to hurt people, preferring to put them in a full body bind before making an escape. Rue does however realize that the time would come when she needed to use something more harmful than that.
She keeps to herself most of the time, but wouldn't object to finding a friend within the arena. She knows she won't win, but she's going to try as hard as she can for her family back home.

Nigel was born into one of the wealthier districts, but the people there tend to disagree a lot with the Capital. They specialize in fishing and anything with water. Nigel's father is the owner of a big fishing company that sells shellfish.
He began to go to the Academy at a young age, and was trained with a wand from the start. District 4 is known for being part of the 'careers.' So his whole life, he has been trained to be the best. However, Nigel was never really good at magic, or anything else. But he can make a net out of almost anything, and obviously he can swim extremely well. his brothers were always the ones who excelled at everything, and they would have made wonderful Hunger Games participants. However, Nigel was chose when he was only 12.
He has been pampered, but he is a sweet-tempered boy. he is very sensitive to other's feelings, and he is terribly frightened of meeting new people. He is soft spoken, and he hates confrontation. He would be content to just swim around all day. And he could definitely live off of seafood.

Bio: Though he grew up in the merchant area of District 12, Peeta's childhood was less than desirable, as his family life was difficult. His father was kind, but his mother was known to beat Peeta and his two brothers if they made a mistake (For example, she hits Peeta with a rolling pin for burning bread).
Ever since he was five years old, Peeta had a crush on Katniss Everdeen. On the first day of school, Peeta's father pointed out Katniss, saying that he wanted to marry her mother, but ultimately didn't as she married a coal miner. Peeta was confused as to why someone would marry a coal miner instead of his father, but Mr. Mellark explained that when Mr. Everdeen sang, the birds stopped to listen. Later, Katniss sang for their music class, and Peeta realized he was in love with her when he saw that the birds were listening like they did for her mother. He said that he had often watched her, but the two never spoke until the 74th Hunger Games.
