Warner Brothers France have reportedly confirmed the French release date for Half-Blood Prince as July 15th 2009.
Further international release dates, ranging from July 16th - July 24th, can be found here.

It's kind of sad that if WB hadn't pushed back the film to July it would have been released yesterday but we're at least getting a film at all in a "few" months.
Does the French release date mean that the premiere where the cast will attend will be in France?

Well, they have had cast-attended premieres in Europe before, but the main ones will still be in the UK and US. Different countries release new films on different days, so that's why others sometimes get it slightly earlier.
