Committee on Experimental Charms
This committee is in charge of handling any experiments that wizards and witches conduct using spellwork. If someone presents a new spell that they "invented" to the committee, it is their job to determine whether or not the new spell is dangerous or not, and whether it should be registered. Also, if any reports of dangerous experiements come in, the committee should take care of the situation IMMEDIATELY. If you have some free time, it is all encouraged that you dabble in experimentation yourself to come up with some new charmed objects for us!

"Good, and it's also important to remember that this is a mock scenario as well." She added this so that the two wouldn't be off to Hogwarts researching someone who very well might not exist! Brianna smiled, "It's just a mock scenario, it isn't going to be sent for real. We just need the letter as to how we would handle the situation." She looked at what Piper had written, "The letter seems a bit loose around the edges though, try to separate the advantages from the disadvantages, so he won't get the wrong idea, and leave off that we are placing it on the banned list. We only do that after we discover the actual outcome of the charm. You're on the right track though! Oh and about the Owls, we don't use those here, we use interdepartmental memos, or we take them out to be owled."

I do recall having young Benji Newman in my potions class. He was a very casual student, he did not seem to take his education too seriously. In my class he was often aloof, as seen in his NEWT score of D in Potions. As far as his performance in other classes, I'm not too sure. He was never a gifted student, or a terrible student, I assume because he was never one talked about by professors. He almost never completed his assignments, and if he did they were always late. Delilah, on the other hand, was found to not be a credible witness. The fact that she may have some residual animosity between herself and the charm creator, and the fact that she frequents detention enough to become familiar with the boys in there, is enough to discredit her.
I've assigned Shai Levy as the Point of Contact to gather more information from his other teachers with regards to personal studies and other information they may have, and she would disperse letters like the one below to each teacher.
I've assigned Piper Underwood as the Point of Contact for Mr. Newman. She will request for him to come in and perform the charm on himself since we are unable to determine if the charm is passive enough in nature to be used on our staff or by our staff. The close proximity to the Magical Accident Reversal Squad should alleviate any problems that might arise there. If he is willing to do this charm on himself, then we shall see what the effects are, if he is not, then we can be fairly certain that his motives were not with the best of intentions. The letter she would send to him is also included below.
I would reserve final judgement until after we see the charm performed by him, or his refusal to do so, and I would add that to the information gathered from his teachers before making a final decision to approve or disprove this charm.
