Oh they do go both ways, and he would be able to call her, but in her letter she left him when she first left, she told him not to call her in case it wasn't safe and that she'd call him... He wouldn't want to get her hurt or anything, so he doesn't call her. Snape calls when he needs to... He's done it before in one of the posts...
