You have to be a member of the RP's to be able to take part.
Either in the Ministry (which you can apply for on level 8 at the employment office) or by having a school character.
As you are not sorted yet, your best bet would be to work at the Ministry.If you haven't already got a placement there, apply for one and when you have a job, come on over and join the fun!
