Sure, he was spacing, but it was only because he wanted to give the others a bit more time to show up. He didn't want to have to mark then as "late" people, especially when it was his first meeting.

"We will begin soon...as soon as the other division heads show up. OR, until I can no longer last sitting around doing nothing...which shall be the next 10 minutes or so," he said out to small crowd. He could have sworn he had more people than this.
