Herminny was abit cinfused for a seccond till she noticed the y that is a consonant had a vowel before it. Herminny then raised her hand to answer saying, " I believe in the name Riley has y as a consonant and the name Billy has y as a vowel", she was hoping she was right cause she was'nt quite sure how this worked so it was purely an educated guess.
