"I believe the word happy has 'Y' as a vowel, while the name Miley has it as a consonant, ma'am," He paused, before deciding to clear up a tiny confusion, and adding, "Professor, wouldn't my own name - Fyodor - have it as a consonant, too, because 'Y' doesn't give any of the five vowel sounds, here?"
