She was merely trying to deal with Jake, because Merlin knows he's hard to deal with and a firm hand isn't always the best way to deal with children like him. What was she supposed to do? Grab him by the scruff of the neck and toss him down 4 flights of stairs until he hit Kazimeriz door with a thud?
It wasn't her fault that the kid is so afraid of Kazimeriz that he was trying to seek asylum in her hospital wing. And it wasn't like she wanted to let him, but when he got that upset she couldn't just let him run free either. She had to calm him down first before she sent him out into the world; that was her obligation.
She'd have loved to send another message back to Kazimeriz saying all these things, but instead, she merely waved her wand over Jake and said, "Rennervate."
