Well its keeping with whole Harry still wearing Dudley's clothes thing. Yeah, Harry is rich wizard wise, but muggle wise not so much. And anyway its not like he can go up to Aunt Petunia and ask to go shopping. Then he'd also have to explain the two huge vaults he has filled with gold. Which I know by American law, it may or may not be different in the UK, Vernon and Petunia can claim a good precent of it.
