But Draco is central. His story directly contributes to the main narrative and we finally get to see something three-dimensional from him.

I think, because in some ways HBP had the darkest elements of the series (Horcruxes, Dumbledore's death, attacks on students etc...), there needs to be some comedy to balance it out. Which is where the romance came in, it provided a bit of light relief and allowed Jo to develop the R/Hr ship.
