The charm work on living beings can cause the animal to get hurt or even worth it's death. Also there is a big number of charms that work on animals those have been approvd because they don't change the habit of an animal. The other reason why your charm has been denied is the fear of exposure. Animals can get in contact with a lot of muggles, increasing the rate of the exposure. Please understand that we are placing this charm on the banned list.
