Yeah, people forget that PG stands for Parental Guidance, ie; the parent should at least check what the film is about first.
I think !"A should've been the rating in the UK. Spiderman 1 was a 12A and that really wasn't that bad, apart from the creepy voice coming from the green goblin mask. I think the wereowlf and the dementors look scarier than that. It would also give the film more credibility in the eyes of older film-goers.
