The short story is that the Ministry of Magic has taken over Hogwarts after a serie of "accidents" in past years blamed on the former staff: Two terms ago 8 student died, the then three years ago Hogwarts was invaded by Death Eaters, and the year after that a student and three professors died. EDIT: Well, in a way, they ARE InCharacter. But they are going to be expulsed any minute now if they keep like that./ And in a way I'm almost surprised there's absolutely no one disapproving of Borr hitting a student in the head with a cane. That's not that IC either now it is
