Not fair to the younger students. That was what he had meant. Of course. Naturally. Phoebe wanted to partner with one of her Stark friends. Teddy or Yoyo or Tavie... even Flynn, who would never choose her, but she'd choose in a second. Or Cece, who kept blowing them off for her new best friend.
BUT she also didn't want to die at wandpoint some day, so she probably needed to actually try. The second year Gryffindor considered grabbing the Headmaster as a partner, but he'd probably take it easy on her. Which was rotten, really, when a girl was trying to learn not to die.
She spotted an older student looking for a partner and planted herself in front of him. "I'm Phoebe. I'm a good learner and I want to learn to beat people with magic, and I want to be your partner. And you can say no, but you should say yes, because I'm pretty annoying." But chaaaaaaarming.
