Mischievous Niffler Wait, were these two students actually disobeying her? It certainly seemed like it - but perhaps they just weren't aware that she was actually giving an order. They were both acting rather polite, so that was what she was going to assume was happening. "Well I'm glad to hear that you were exercising previously, Mr. McCarthy, but I do believe you've been breaking here longer than you should. You too, Mr. Wilson. Were you not having a pleasant conversation as I approached?" And she DID hear them, so she knew they were. Breaks in between exercises should be short enough to allow you to catch your breath and no longer than that, at least in her opinion.
She examined them to see if she could catch any shivering. She couldn't, but she decided to pretend that she did. "Why Mr. Wilson, you're even shivering!"
Did she have the authority to order them to exercise? Perhaps not (though she did have that authority last year), but she was determined to get them to exercise, even if just a little.
