It didn't mean they were tyrannical agents of the Ministry.
Lost in thought, she had slacked just a bit on finding a partner. Ooops. "Anyone need an extra in their group?" she asked the general area. Please someone pick her so she didn't have to be partnered with the professor...

LOOKIT!
"Truce, and we're taking on Nettie. She needs a good soaking too," Chloe pointed out the girl still looking for partners, and she immediately cast a new cloud, "Nebecula! Now... should they take it easy on Nettie, or should they go straight for 'drowned rat'?
Drowned rat it was. "Tempestas Horribilis!" Get 'er.
Oh, hey! It had worked! Torii kind of liked the beautiful snow and had hated seeing it turn to rain, but it'd had to be done. She admired the Head Girl's use of the Shield Charm, too, which reminded Torii that it could indeed be used.
... They were taking on who? Nettie? Oh, Nettie! Right. Torii knew her! Well, knew
of her. There was a big difference there that only somebody like the new girl would understand. The Slytherin watched as Nettie was drowned out by the Head Girl. Should Torii cast on her, as well? Nahhh...
On second thought, she
did wonder what the outcome would be for a near-about monsoon to be pelting down on the slightly younger girl. She also had no doubt that if she didn't seize the chance, the spell would be coming for her next. The fourth year did her best to maintain her already-summoned cloud while she turned her wand on their new, poor unsuspecting partner.
"Tempestas Horribilis!" she called out, sending more rain toward Nettie.
