Derf was still setting his desk up as the discussion began - inkwell, quill, textbook, parchment - and, well, he wasn't all that sure that he had too much more to add to things. At the most basic level, the difference in theory was already out there. A charm does not fundamentally alter the properties of the subject of the spell, but adds, or changes, properties. Turning a cat into a cauldron would be a spell, whereas making a cauldron dance or change color would be a charm. Change in what the object is versus what the object does. And, well, yeah...there was a grey area when it came to the two.
And then, you know, there were the classifications of enchantments and jinxes and hexes and curses too. Plenty of grey area there as well since, well, curses were Dark charms, yeah? And then some jinxes and hexes made the victim grow antlers or pig tails or other things, altering the person's shape and, well, that was a transfiguration...right?
As to the second question, well, Derf was a bit too preoccupied thinking to answer that as well. Though he would haves struggled to come up with one spell. The list of spells he wanted to perform correctly was much longer, you see.
