I have a couple of theories in mind. First is events occurring in "Fantastic Beasts: The Crimes of Grindelwald" may result in the no apparating rule in Hogwarts that is in the HP books (like Hey Ju mentioned). Secondly is that maybe since I think the Ministry has the higher authority that they can Apparate regardless of there being a rule.
