The moment Professor Finch said they would be proposing a law for today's assignment, Fiyero knew exactly what he was going to do.He was going to tackle the dumbest rule on the books at Hogwarts: the no broomsticks for first years rule. but settling on a topic was the easy part. He soon found that coming up with three points to support his position was a lot harder than he thought.

Why should first-years be allowed to bring their own brooms to school? Well, for one thing, it was unfair that older students who couldn't fly a broom to save their lives were allowed to have one while younger students with a talent for flying weren't. Permission to have a broom should depend on ability, not age. And allowing all students to bring brooms might encourage more students to learn to fly (and maybe take an interest in Quidditch too!).

But he still needed a third thing. He absentmindedly tapped his quill on the desk, trying to think of a final point, but he was drawing a blank. If nothing else, Quality Quidditch Supplies would probably support the rule change. More students allowed to buy brooms would mean more sales. Wait, that was it!

Fiyero whipped out a piece of parchment and started writing as fast as he could:

Text Cut: Fiyero's Proposal

Name: Fiyero Jones
House: Gryffindor
Year: First

Let First Years Fly!

Flying is a practical skill that all young witches/wizards should learn, in case they ever find.themselves in a situation where other methods of transportation (floo powder, portkey, apparating, etc.) are unavailable or unreliable. The.rule barring first year students at Hogwarts from bringing their own.brooms to school makes it more difficult to learn this skill and should be reevaluated for the following reasons:

1. Unfair discrimination based on a student's age. Under the current rule, older students with no inclination toward flying are allowed to bring their own broom to school while first years with a talent or interest for the subject are denied. Permission to bring a broom.should be assigned on a case by case basis that takes things like interest, skill, and character, rather than just age.

2. Promoting interest/practice of flying.Allowing first years to have their own brooms would eliminate the need to borrow brooms.from the school to practice. Easier access to brooms would encourage more.students to take an interest in flying.

3. Stimulating sales of brooms. Shops like Quality Quidditch Supplies would financially benefit from the rule change. More people allowed to have brooms.means more broom sales.

Fiyero read over what he had written; he was beginning to feel less confident. His reasoning sounded a lot better in his mind than.it did on paper, but it was too late to change topics now. He didn't even want to know what his classmates would think of his argument! Could he just hand it in without having to share with the class?
