"You're clever," Dot gave him a grin, although she wasn't sure if he could see her from all the way down there. There was no reason that Umbridge wouldn't count, which meant they'd definitely earned the right to claim their candy. It took a little maneuvering and leaning and fishing (and wobbling), but Dot was able to extract first one and then the second bag of candy from the basket.

And there was no way to hold onto the bags AND hold on to Hugo, so Dot was forced to tug the bags inside her robes. Being alive at the finish line was sort of her main goal at this point. Candy was a very close second.

"We should head back. Go fast and I'll hold on tight."
