Maybe she was strict about rules of underage magic because of that.

He had ignored David's retort about already trying the wand movement but then tried to cast the spell again. Nothing, but once more and he accentuated the last syllable of the incantation. This time the tip of the wand beaded up with water and then began to trickle out slightly. "You did it some this time. Look water!" He said keeping his voice to a whisper as best as he can. "You'll need to say 'Finite' to end it and then you can try it again."
