So he had his house... or, at least, he had the TRAITS of a house, and knew of the type of people that would go there, and even head a sort of mental image of what the hypothetical secret founder looked like (and... y'know, had accidentally created a backstory too but that was whatever). Now he needed to NAME that house, maybe think of some house colours, and an emblem. And draw the house crest or something, and do the creative thing.
Again, Toby sat there tapping his quill against his parchment, and looked around the room for inspiration. But as everyone in this room was sorted into an existing Hogwarts house, he found it hard to think of something new. So instead, Toby looked out the window, and hoped to find inspiration out there, or at least let his mind wander with less distractions.
It took a while, maybe because he ended up tracking the movements of two excitable, dancing birds, way up in the sky, but Toby eventually returned to Earth with a jolt (metaphorically speaking) and got back to writing on his parchment in an action so sudden and quick he almost startled himself.

Here, Toby stalled. He didn't know. Didn't have a
clue what the house name could be, because the hypothetical secret founder didn't actually exist, and hadn't been named either. Uhhh... this part was probably the hardest part. Toby would... Toby would think on that while he did the other things.
