I believe that if the department heads and I put our heads together, we could come up with a solution that could work for the entire Ministry." That, plus what she'd told Mr. Yenorin. That was her plan. And if none of the department heads wanted to work with Roxanne Carter for the benefit of the Ministry, well, that was their problem.
