Ooooohhhh....That...seemed kinda legit them being able to tell the difference between an actual offense and muggles that didn't know any better. That would explain the lack of reported incidents in which an 'invible force' went around hurting the muggle society. If such a thing did happen, Lex had the full confidence that it would be front page news everywhere so good on them for not being too proud that they couldn't overlook ignorance.
