Caleb liked to practice the wand movement before actually getting INTO the spell bit, so he set up shop in front of his balloon and just practiced whipping his wand towards it. It seemed pretty simple. Like having an actual whip! He felt like that one guy...that Muggle guy who fought bad guys, what was his name? Florida Smith or something right?
