personality;; Charles is "that guy" at the party, and that can be interpreted as either good or bad. He loves people and loves to be around them, talk with them, listen to them, watch them, and he enjoys psychology. He will be the one to "break the ice", and is unafraid of talking to strangers. At times, this can turn around on him, and he will come across a situation where he doesn't know when to keep his mouth shut. To the outside eye, Charles is just a charming, lighthearted young man with a bright personality (and a habit for joking about too much).

However, Charles is just as hardworking as any other member of the Ministry. He is excited by new places and opportunities, meeting new people especially. However, this means that he can get in the habit of having too much on his plate, focused on too many things at one time. He does not tend to work well by himself, preferring to have a partner, at least, or be on a team.


history;; Charles is the oldest of two children born to Tanile and Darren Barlowe. He was born in London, but spent most of his life in Ireland before attending Hogwarts, after graduating, and until his job application to the Ministry of Magic. Until Charles, only the women in his family were talented with Divination. But from a young age, he demonstrated the same abilities as his seer relatives. Excepting that, for Charles, his psychic abilities always leaned towards spirits, the deceased, and a sensitivity towards the emotional patterns left behind by people.

He attended Hogwarts all seven years, excelling in the fields of Divination and CoMC (hence his choice of division), but also in Potions, a pastime he finds relaxing as well as wholesome. After Hogwarts, he returned to Ireland, where he attended the Wizarding University of Ireland. He completed two years of study at the Irish College of Mediumship, where was earned a "Certificate of Mediumship". During this time, he did volunteer work/consultant with Irish Ministry, as part of the ICoM. (For skills in the field of Divination and Mediumship). In his spare time (which was not especially plentiful), he volunteered at an aviary for displaced magical birds, and has a grand affection for birds in general.

Immediately after finishing his education in Ireland, he knew he wanted to return to London, the city he always loved so dear, and placed an application with the British Ministry of Magic.
