Was he supposed to be up here, who knew? Toddles was just doing what he wanted at the moment (he forgot what the other House Elves told him to do) and was carrying a sack of candy that he had found in the Kitchens and had wanted to take it to the sleepy rooms where the studensies slept to give some to them all but those rooms were locked and he wasn't able to magic himself in there. Tinka, Nimma, and the others were worried about cleaning but Toddles didn't like to clean.
Toddle was going to hand out the candy in person. Yep!! What he didn't know was that there was a hole in the bottom of the bag.
Step....piece of candy falls.....step....more candy falls.
Not finding any students here, Toddles made a decision. "Toddles will go give the rest to the Masters and Mistresses that teach the studentsies." And he made his way to the Staff Room.
...well that was no student, no student at all that Peeves hoped to spook, but it did have candy and it did have big giant ears he could pull.... so the poltergeist popped out from his hiding spot and quickly zoooooooomed down to the candy, sucking it up like a Hoover Deluxe.
"Ooh, piece of candy!" he shouted every time he scooped up a fresh piece.
"Ooh, piece of candy! Ooh, piece of candy! Ooh, piece of candy! Ooh, piece of candy! Ooh, piece of candy! Ooh, piece of candy!"
...and on and on, he followed the elf and his candy trail all the way to the staff room....
