He was probably cynical enough in his world view that he knew the only way to motivate people was by buying them off, but Cade had the eternal optimism and idealism of a Hufflepuff. Paying people to be better or to grow in their job role achieved the short term, but it did little to engender that desire for self promotion in the long term.
