Then Professor Williamson spoke and had them move towards the hay. He glanced at Kurumi and angled his head for them to find a spot there, then carried Hendrix towards their new seats.
Kurumi nodded and couldn't help but giggle. Giving the bits she had read in Hogwarts, a History about the former Groundkeeeper...the Ravenclaw was probably closer to the truth. Still, Kurumi was going to give the man, erm, half-giant the benefit of the doubt for the time being. It also gave them some guidelines for the law in question.

"Professor, Vickers and I discussed the issue of whether pygmy puffs are an exception to the Ban on Experimental Breeding. There are other cases of magical creatures being created and having no punishment, such as Blast-Ended Skrewts, so we tried to reason what may have happened." She paused to take a breath, there really was no point in going into the Blast-Ended Skrewts since the subject matter was pygmy puffs at the moment. "A few things that came to mind were the fact that pygmy puffs are not technically a new species, but are only miniature versions of an existing creature - Puffskeins - creating a new breed and not new species." A rather nice little loophole there. "Also, Puffskeins only have a Ministry rating of XX, which means that they are harmless and may be domesticated. The ban Scamander wrote seems to be written in such a way to prevent witches and wizards from crossbreeding species that could result in a creature thats unpredictable or impossible to control, but Puffskeins do not pose this threat."

Kurumi lowered her hand now and glanced at Vickers. Hopefully that had been an acceptable summary of their discussion, taking out the details that were not directly related to pygmy puffs.

"Assuming that these things are considered in the review process, it would seem that pygmy puffs fall under a different category and the ban does not apply to them."
