He is rather immature, especially when it comes to Izabella.
I don't think she understands everyone else's reaction to Lucius - she's in love after all and has become rather blind.
He is assuming, in my opinion the Malfoys wouldn't do the 'dirty work'. Not yet at least.
Izabella was hurt mainly by Lily's reaction and how she 'chose James' over her.
Remember this is written from Izabella's POV and so it is her feelings at that moment. She is feeling abandoned and like everyone is on Sirius' side. She gets attention from Lucius and she is a teenage girl remember. That's all she wants.
Hope that clears some things up for you

Izabella seems to have a bit of a personality change in the next few chapters... She's gone to the dark side. But she'll come back I promise!
