I don't have a reason for why he was homeschool for starters, so I'm gonna get on to doing that now I remembered he may need that excuse, but I do for why he has now decided to go to Hogwarts. Being a fifth year, he needs to complete his OWLs, thus coming to Hogwarts so he can make sure he is up to date with everything, and to make some friends.

You could basically say the same thing for James
