Ahh, good question. She is Christelle's mother by blood, but Christelle doesn't see her as her 'mum' because of not being the loving mother and what not, as you've stated. To me, 'mum' and 'dad' are loving names to call your parents, while 'mother' and 'father' are a bit less loving and more formal, almost detached of emotion, if that makes sense? Like how Draco would always call Lucius 'father'. I always saw that as his father never really showed him love growing up, while the Weasleys all call Molly 'mum' because she did. So, Christelle sees Janet and John as her mother and father, not mum and dad... Does that make sense?
