Welcome to the Ministry of Magic, Level Four


Unlike the other levels in the Ministry, Level Four contains two Departments. The second largest Department in the British Ministry, and the oldest on this level is The Department for the Regulation and Control of Magical Creatures. The Creatures Department was specifically created to help keep a maintenance on the Magical Creatures found in the British Wizarding World. They are the governing body of Beings, Beasts, Spirits and the Goblin and Centaur liason offices as well as offering other public services in the Pest Sub-Division, and the Pest Advisory Board.

While the Creatures division monitors imports and exports of magical creatures parts, it is their Environmental counterparts that regulate which plants can be imported and exported throughout Britain. The Department of Environmental Regulation and Protection is the newest Department in the British Ministry. Responsible for all plant life (and some creature in conjunction with the Creatures Department), they secure and monitor all magical sanctuaries, creature habitats, and reservations along with environmentally sensitive or dangerous areas. Of course the new Department also works to find the most effective and useful means of recycling both magical and mundane waste within the Ministry, and work to find and create new potions ingredients.

Though the Departments share a level and work together more so than any of the other Departments, they do not share a work space with the exclusion of the break room, conference room, and the reception area that separates the two Departments. Both Departments contain highly skilled witches and wizards that work to keep Britain's creatures and the Environment they (and we) live in safe.

Magical Creatures: The Creature Holding Room

You may find yourself slightly jarred upon entering this particular space. As opposed to the minimalistic, calm that your Department Head so adamantly insisted on, the Creature Holding Room is NOISY and mildly chaotic. A controlled chaos, if you will. You may find yourself asking, what exactly is this place for? And to put it simply, the Creature Holding Room is limbo. When a captured or confiscated creature is displaced and needs a temporary home before permanent and more suitable arrangements can be made, they are kept in the care of the DMC. The room is enchanted to expand in size if needed (despite being rather large to begin with) and is kept secure with several protection charms and spells. There are several fenced off areas, where creatures are kept separated based on species, Ministry Rating, and size. You can also find all the supplies you may need, both for their well-being and yours, in the various cupboards along the left side of the room. In addition to creature holding spaces, the bloodhound kennels are kept along the right wall leading up to a door in the corner of the room. What's behind the door? A large, open training space where the dogs can be taken for training. The room is supplied with all training materials and can be charmed to mirror various environments. Your safety is of utmost importance because your Department Head hates paperwork! Which is why there are extreme security measures in place! If you're not an employee of DMC and haven't received explicit permission to be in here, good luck trying to get in! It won't happen. Though, on the off chance that you're able to slip through the extensive security charms, a blaring alarm will sound off and alert ALL of Level 4 that there has been a security breach. You'd hate to be that guy, trust me.

Magical Creatures: Magical Creatures Work Area
There is no dirt tracking across the floor, no puffs of humidity rolling through the room, and portraits of magical plants don't cover the walls. The smell is a stark contrast to that of the Environmental work rooms on the other side of the wall, more of creatures than plants. The expansive room has desk scattered all about, clustered together by teams under each division. Those with larger more worn desks mostly work from the office and can be seen with more comfy chairs. While those that work solely from the field and never spend more than a few hours in the office have smaller desks though equally as comfortable chairs for them and for assisting the public. All workers have lockers against the walls for storing personal belongings and a needed extra set of work robes. There's a large enchanted window to provide some semblance of sunlight along with portraits of magical creatures, the occasional informative poster of dangerous creature can be found on the walls as well. The Department Head's office can be accessed through this room, as well as the creature holding room. Up the short hall is the Registration and Support Offices as well as the shared areas with the Environmental Department. Don't mind all the barking echoing down the hall, that's just the pack of albino bloodhounds kept by the department.
Magical Creatures:
Registration and Support Offices

Down a short hall from the creature cubicles is a room where all the registry and support to creatures of all kinds happen. Chairs enchanted to provide any support or comfort you may need sit up against the wall gathered around a small coffee table, for those who find themselves waiting for service. A few creature feature magazines are provided on the table. The room is split into registry and support, a sign hanging over each desk indicating who that employee is skilled in assisting. The door against the far back wall leads to a locked room, only accessible to those that work this room, full of files on every registered vampire, werewolf, etc. The semi-large room has a airy feel to it thanks to the large enchanted window, pastel wall coloring, and potted plants. All those needing to register, or who are here for support are welcome to come in and have a seat until someone is able to assist them.


Magical Creatures: Office of Department Head James Draper
You may have noticed a sudden drop in temperature as you entered into the room. No, there aren't any dementors around (though those who were familiar with the Department Head may disagree). The office will most likely remain frigid all year round. Don’t bother asking for any heating charms, chances of that happening are... Slim to none. Best come prepared with a jacket of your own. As for the setup, aside from the seats meant for visitors and the few lamps that light the room when it’s dark out, most everything is made of cherry wood. The office is quite simplistic to avoid excess clutter, but James does keep a collection of journals and books on the shelves directly behind his desk, along with a book or two sat on the table at all times. Perhaps the most unique aspect of the office is the giant window situated along one of the walls of the room. This window is charmed to show you a variety of creatures in their unique habitats, as if they were sitting just outside the window itself.

Start Here: Shared Work Area


Start Here: Level 4 Reception Area
Home infested with creatures or plants? Want a building built in an environmentally safe area? Or maybe you just need to report a rouge Werewolf? Step into the Reception Area for Level Four where the receptionist, and any passing employee, can assist you. A curved mahogany reception desk is centered against the back wall between the entrances to each department, Environment to the left and Creatures to the right, a large black desk chair situated behind the desk for the level four receptionist. Off to the side a few comfortable chairs surround a mahogany coffee table, and beside them sits two racks full of informational pamphlets for each respectable department. A notice board, similar to the ones in each of the Departments and just a tad larger in size has also been position in the reception area along with the floor map. Just in case you get lost. Included on the board is ministry and level four flyers and notices, and events held in the British Wizarding World, check here if you find yourself waiting for assistance. For those of you entering with a plant or creature (or are classified as a creature yourself), don't worry about damaging any of the furniture in the room. Multiple protection charms have been placed on them and the room itself, making it virtually impossible to damage either. Both Department Heads highly discourage wandering to the other rooms unaccompanied by an level four employee. Merlin knows what the Tree huggers and Creature lovers are harboring.

Level 4 Break Room
Golden oak floors and pale green walls, it's obvious upon entering that this room serves a different purpose than the other rooms used by both departments. The large windows depict a number of different habitats and creatures; the weather in each window constantly changing with the overall mood of the room. Beautiful plants and couches are scattered about the room, some clustered around the small fireplace, a few against the walls. A large table sits in the corner, providing the employees with percolator for a inexhaustible amount of coffee, and a samovar for an continual supply tea water. There is water for those who prefer neither of the proffered hot beverages. All the supplies for these beverages are neatly stacked on the table. Beside the table is a small fridge for those who need storage for their own snacks or lunches. A table with a few chairs sits towards the center for those who need a place to sit while they eat. Speakers sit the top corners of the room, emitting soft background music, making the break room much more enjoyable a place to be. Enjoy your place of rest level four employees! But don't be caught spending too much time in here, there's work to be done!

Level 4 Shared Conference Room
The Level Four Conference Room is shared between the Magical Creatures and Environment Departments. It is a rather large space with adequate seating and elbow room to accommodate for all staff on Level 4 as need arises. Due to close collaboration between the two departments, the Heads will occasionally call for joint meetings, however, the space may also be used by either department independently of the other. While the room itself is quite minimalistic (orderly and free of clutter), there is a large window along the wall to let in some natural light and a few potted plants occupy the room's otherwise-empty corners. Need a quill? Forgot your notebook? Looking for an extra ink-pot? First of all, shame on you. We're all adults here. But not to worry, your Department Heads have thought of everything. Supplies can be found in the cabinets that line the very back of the room, the coffee machine is here too--you'll want to remember this bit, most meetings are held early in the morning.

Environment: The Experimental Greenhouses
Easily the largest room(s) in the department, the Environmental Greenhouses are were the Botanists spend all of there time when not filling out paperwork at their desks. The first thing you notice when stepping through the sliding door, is that the structure of the greenhouses is completely different than the rest of level four. The ceiling is raised, and the center walls are made of fiberglass panels, including the one you just walked through. The floors that support these walls are made of cement that's usually covered in bits of soil, and plant debris that usually gets tracked into the work room. The nifty sliding doors are only ever locked when the Ministry is closed, and can be accessed during the day by a mundane spell that charms the doors to 'slide open'. Numerous protection charms are sent on the greenhouses, some are only activated when the ministry is open, and others are simply there to protect the plants. The constantly changing temperature in the large rooms, each always varying by room can quickly become unbearable if your not wearing one of the charmed work robes that hang with the rest of the supplies, maybe that's the first thing you notice when entering? And if your not, it probably means you shouldn't be in the greenhouse. While the greenhouse is used mainly by the Departments botanists, other divisions will occasionally make use of the large room with the permission of the Department Head and Head Botanist. Don't bother looking for the source of the ever changing temperature, ventilation, breeze that blows through when it gets too hot, and mist that often fogs the rooms when not in use. You'll never find them.

Environment: Environmental Storage Room
The Environmental Employees are constantly finding new species of plants or removing dangerous ones from wizarding homes and offices. This is where all of these plants are stored temporarily until a new location can be found or until they get used for experiments by the department's botanist. The room is lined with shelves and wooden benches that hold the plants; all organized by species. Multiple charms have been placed on the room to keep the plants from dying, so the temperature of the room can vary depending on what time of day you step into the room. The charms can only do so much for the plants though, and employees do from time to time come in and care for the spare plants. The storage room is also used for extra supplies that can't be stored in the greenhouse, all of which can be found towards the front of the room. Don't worry about space, the room is charmed to expand as need.

Environment: Environment Employee Work Room
The work room for the Environmental Department is light and airy, the walls decorated with moving portraits and murals of numerous habitats and creatures, and beautiful magical plants are scattered about the room. A sole enchanted window occupies one of the walls of the storage room, depicting a pleasant scenery that changes at random. The employee desks are spread throughout the room, most are clustered together by division. Those for the Oceanologist and Botanist are the smallest cluster of desks as theirs are rarely occupied except when paper work needs to be done. Environmental Rangers and Habitat Managers desks aren't much bigger as much of their work is done outdoors throughout Britain. The largest desks belong to the more permanent occupants of the work area, and all desks have a spare chair for when they're servicing the public. Lockers for each employee, a few work tables, and filing cabinets are pushed up against the walls to be used at the discretion of the workers. The entrance to the greenhouse can be found here, along with the entrance to the department head's office, accessible through the door in the back of the work room; the storage room accessible here also. Despite the Department Head's best attempts, their always seem to be soil tracks around the room. The soil on the floor never seems to match the amount of the debris on the employees however; the main source of all the tracks. Some tracks might not be human though, creatures seem to enjoy wondering from the creatures work cubicles to this room if they happen to get loose. The room SMELLS like you've stepped into the middle of a wooded area, and if you wonder too close to the greenhouse, you'll feel a bit of humidity when the doors slide open. There isn't spot in the room that you can look without catching some glimpse of a plant of some sort. I wouldn't mess with them, some like to latch onto the nearest person.

Environment: Office of Department Head Rafael Belmonte
Towards the back of the work room, beside the greenhouses is the department head's office. The first thing you notice is a large enchanted window on the opposite wall, the scenery depicting images of numerous locations Rafael has visited in his many years as an Environmentalist. In the corner between the enchanted window and Rafael's desk, swaying on its own accord, sits a nascent flitterbloom. Squeezed in the far corner of the spacious room sits a large, sheesham desk matching the bookcase. A multitude of papers and items are in the desk's drawers, all necessary for the head to have. A comfortable high-backed chair sits behind it; Rafael's chair of which he rarely occupies. Two smaller but equally comfortable chairs sit opposite of the desk for those who wish to visit the Department Head. The desk is oddly tidy for a man who is so busy, and the only thing that could prove disastrous to have on said desk is a gifted juvenile Mimbulus Mimbletonia. You may try to touch it, but the protective charms surrounding the potted plant will prevent you from doing so. Three high rectangular work table sits off to the side, covered with more maps and papers along with potted and jarred plants and a few other objects. This were most of his work is done when he can't escape his office. More often than not you'll find the office door locked as Rafael is a busy man who rarely occupies the room, but when he is here, he is more than happy to see you. Just knock first, and wait to be welcomed in before entering.
